This is my formula for making powers. I walk around with an idea for a few days, so I have a few base abilities.
Then, I take an existing powerset. Example powerset to begin with:
Lvl 1:
Earth Blast- A small blast of Earth. Good for groups of people.
Lvl 2:
Earth users can make rocky like objects fracture slightly upon touch.
Lvl 3:
Rock Smash- Smash your hands into an object, breaking it to fragments.
Lvl 4:
Earth Shield- Surround yourself in a dome of rocks, making most attacks to you useless.
Lvl 5:
Stone Daggers- Create daggers of stone, then push them at your foes.
lvl 6:
Fossilize- Encases a single target in stone, making them helpless. The Stone slowly crushes the victim.
lvl 7:
Quicksand- Make the ground infront of you liquefy to trap enemies. Enemies are slowed, and cannot fly or jump.
lvl 8:
Stalagmites- Make stalagmites erupt around you, smashing into enemies. Must be touching ground to use this power.
lvl 9:
Volcanic Gas- Tap deep into the earth crust, making a vent of steam of sulfur rise up. The sulfur will blind enemies, and unable to breathe.
Lvl 10:
Earthquake- Shakes the ground, making foes fall to the ground. Loose objects can fall.
Now, I separately make each power, and try to keep some continuity.
For each power, I take the existing power of the same level, and try to make a power that has roughly the same power.
If I would be making Wind Manipulation, power lvl 3, I'd take Rock Smash, and try to come up with a power that would tie with it.
In other words, if Jack would use Rock Smash, and John would be using my new power (Wind Swirl), I'd try to balance the power so that John and Jack would have the same chances of survival.
Try to give at least two defenses.
