The Skulls are the City's first Gang. At first they were just common, petty thieves, stealing from stores every now and then, and were able to be put down rather easily.
But lately, their crimes have escalated, and now theyre killing anyone who gets in their way.
it is believed that the Skulls were started by a group of High School Dropouts, who couldnt get jobs. So, they wore some Halloween Skull Masks, and started holding up small convenience stores.
They began to recruit other teens that were down on their luck. Orphans, School Dropouts, Flunkies, and even some adults that were living miserable lives.
They created bases on each side of the City. To this day, only 5 of what is believed to be 9 bases have been found. 2 Have been utterly abandoned, one in the Alleys and one in the Subway.
The Skulls are most often found in the Alleys and Junkyard, away from the prying eyes of the public... until they come out to play...
